Qualcomm Internet Services (QIS) developed the BREW solution to provide a full-service solution for the wireless Internet, for third-party application software developers, handset manufacturers, wireless operators and consumers.

In Japan, KDDI Corporation (*) started its BREW service, named EZApli (BREW), in February 2003, and all handsets launched by "au" became BREW-enabled cellular phone after the summer of 2004.

The BREW JAPAN .COM Web site provides local BREW information such as technical/business data, commercial BREW applications, commercial BREW devices, commercial developers, and additional technical support such as the BREW developer lab and FAQs to help Japanese BREW developers. For publishers and developers looking for additional revenue opportunities outside of their local regions, Qualcomm offers the BREW Global Publisher program. It helps facilitate the import and export of BREW-based applications across regions around the world. This ready-to-go model helps foreign publishers and developers access local operators without all the numerous legal, financial and operational issues. As a result, they can generate revenue quicker with little or no up-front costs. In Japan, four BGPs have been established.
